Implement the proposed "Nu PLS" (planets limit ships) addon
The proposed addon provides an alternative to the ship limit/pbp system. Design details for this addon are discussed in the following thread:

The basic idea of the system is this: instead of the normal ship limit, a player can have 1 ship slot for each planet he or she controls, with a minimum number of ship slots for each player (e.g. 50). So if the player controls 35 planets, he can have 50 ships. If the player controls 120 planets, he can have 120 ships.

I see a definite advantage for races having big ships, and races who have smaller and cheaper ships but need more of them are out. No need to build ships fast, no need to build many starbases, no advantage for superrefit, lots of problems for ship capturing races. I think this way the game becomes too simple and a straightforward "bigger is better".

Unlimited/high-limit ships is not needed for, or related to, PLS or PLT. It is, in fact, a much more complex change to the software.

An interesting question popped up. What should Tow-Capture or Force Surrender do?
Well, Force Surrender should be limited to the player's current ship limit. Beyond that, it can either fail or create Ghost Ships.
Tow-Capture should be able to take ships in excess of the player's current ship limit. Beyond a certain number of excess ships, it might be appropriate for it to create Ghost Ships.
There needs to be a way to eliminate Ghost Ships, so that they can't be used as stashes to replace future losses. I think the easiest way is to have them take 5-10% damage each turn.

I suggest two options for the PLS system.
PLS minimum limit. Say 50 planets as suggested.
Instead of weight have a similar but more recognisable PP's format for ships with weapons.
PP's limit of say 10 to 100% where this value is times by the planet value times 20 PP's.
So at 50% and 50 planets this would be 25 x 20PP's with a possibility of building around 25 heavy carriers / Merlin combos (less if HC over 20 PP) when the rest of the ships would be made up of freighters as they do not have weapons and are free.
A 100% would mean all of the slots could be filled with HC's biasing HC races.
10% would mean very few HC's could be built so biasing the low PP races.

A PLT (Planets Limits Tonnage) option has been described. This option would limit the total hull mass of ships that a player can build to, based on the number of planets they control.
1. The base tonnage. This is the number of KT of ship hull that everyone gets, regardless of the number of planets they control.
2. The number of planets where additional tonnage is available.
3. Hull KT per planet. This is the number of additional ships to be allocated for each planet above the value in #2 above.
4. Minimum hull KT. Any hull smaller than this amount would count as this much. I believe that reasonable values would be 0-250, with 100 being a good default.

I vote for the high (100+) limit, because with a low limit the first few turns may become *too* much decisive for your winning chance -- while some factors (poor nearby cluster, insanely aggressive neighbour) that impact on those early turns depend absolutely on chance or luck, and prevent the player from recovering afterwards.

Can aynone explain to me the advantage of this?
At first glance i dont see why this is suggested and i see a big problem right away: Every race is different. there are some races that will build less but more powerful ships and those that need dozens of small ships.
For example a Privateer will need much more ships then lets say a Robot of equal size.

Looking at this, I see three host configuration options.

2. The number of planets where additional ships are available. In the original proposal, this would be 50, but having it as a configuration item allows it to be tuned to determine the best value.
3. Ships per planet. This is the number of additional ships to be allocated for each planet above the value in #2 above. This would usually be in the range of 0.5 to 1.5.

I like this idea a lot. Should do 80 ships as the minimum # of ships. and then add a ship for every planet controlled after 50 so if a player has a 100 planets he could have 130 ships. This would allow races who would need a lot of smaller ships in groups to take on the big boys. Either way the PBP Que needs to be slain it is LAME. Someone put that on a T-Shirt!
