Allow primary enemy to override alliance-enforced peace
Sometimes you need to take ownership of a world (by agreement) from an ally (full or peace/info only). Currently this can only be down by ground assault. Suggest allowing attacks triggered by primary enemy setting to go ahead regardless of alliance status - primary enemy is totally unambiguous and I can see no situation where this would cause a problem (apart from just forgetting to remove a very stale settings, which can happen any time when an informal peace is in effect anyway, and it's the player's own fault)
