BUG: Tow doesn't work the second.

I think there is something going wrong with the tow order.
Now in this turn i stand in a warpwell with a meteor and a biocide on the same location. Both ships are uncloaked. ;-)
Both at warp1.Meteor ID 233 , Bio ID 107.
I try to tow the biocide with warp 9 65 ly away.
He tows me at warp1 1 ly away.
He wins the tow and destroys the Meteor!
WHY!!!!

If two ships in one position are using tractor beams on each other, the ship with the higher warp factor will tow the ship with the lower warp factor. This is because the ship with the lower warp factor, if it has the lowest ID, will fail to tow the other ship. If the ship with the lower warpfactor has the higher ID of the two, it won't be able to escape the tow from the other ship.
And if it is not correct for planets.nu, where is the manual, where i can find the right explantions for this problems???
I think thats important that the tow rule for 2 ships towing each other is not only resolved in ID order!

Sorry this happened to you DAK. The borg should always be captured in my opinion. But here is the thing. You still have to "break" the tow lock of the lower ID ship. This is a point where Donovans contradicts itself very slightly. To break the lower ID tow you need to be flying at least warp*warp distance away. With an MBR this can be > 25 ly to ensure that you succeed if you fly at warp 5.
If you don't break the tow according to the regular rules then the lower id will win the tow battle.
