Improve mining base function in stellar cartography
Mining bases are very useful due to their fix/recycle capabilities. It's appropriate that they cannot build ships, but it would be great if they did a few more things.
When recycling a ship at a mining base, put engine/weapon/tube minerals back on the surface. (Right now the hull materials go onto the surface of the planetoid but the ship components go poof.)
Give mining bases beam and torpedo tech levels.
Use the beam tech level to calculate combat defense using the same formulas as normal starbase combat. (Type of beams in combat is the weapon in position of square root of half the planetoid defense posts OR the best weapon of the base's beam tech level, whichever is higher.)
Allow mining bases to build torpedoes commensurate with the base's torpedo tech level.
Add to the display when there are torpedoes in stock, the type and how many.
