Change the way the higher ranks are awarded on the Leaderboard.

I believe that a change in requirements for promotion is essential.
Look, we've had competitors in the various Wars who have never actually won a game. We've got Fleet Admirals who haven't ever played anything that's not a Melee.
I suggest that flag-rank promotions require, in addition to Experience and Achievement, a certain number of game wins (top 2 in Diplomatic Planets) -- one for Commodore, more for any Admiral. And to make Commodore (which is base eligibility for a championship) should require more than a Beginner win, so we should adapt for that as well.
As such, I'd suggest:
- Commodore: 1 win, first, second or third place score, in a rated non-beginner game with Diplomatic Planets. (This takes care of team games as well.)
- Rear Admiral: 2 qualifying game wins
- Vice Admiral: 4 qualifying game wins
- Admiral: 6 qualifying game wins in at least two different game formats, at least one of which is a first-place finish
- Admiral Of The Fleet: The flag officer with the highest number of qualifying game wins; in event of tie, the previous holder of the office of Fleet Admiral will hold it by right of seniority. AotF is the nominal next War candidate. It would introduce complexity to make it possible for a player to decline this rank, but considering the respect due the position, that should be a possibility.
Look, we need a simple system of recognition so people can understand who has and who has not earned the right to issue an informed opinion about the game. Anyone at all can write a reasonable-sounding post, but if an Admiral speaks, we should want to listen.
We believe the award requirements for promotions have essentially addressed this suggestion, so closing.
