Make radiation zone base crew kill amount variable
To prevent the misuse of this game mechanic. Make the base kill number for crew deaths variable each turn to prevent players from 'down-sizing' their crews to achieve combat advantages (i.e. having their ships captured rather than being destroyed). A highly variable base radiation kill rate (from x.1 to x10), players would be unable to accurate predict their crew deaths and would be unable to create heavy ships that can be captured to avoid their destruction by opponents.
