implement phost feature where beams only fire at incoming fighters.
As the title says. Why would my limited beam defenses fire at fighters that have already hit me and are on their way home? That would make battle a little better for torp ships.

This is absolutely one of the most frustrating things about VGA combat.
I can shoot a fully loaded incoming fighter that is about to unload on me or that retreating fighter that has already set me on fire and is running for home? I choose to shoot the fighter that presents zero threat? Not smart! Let's change this.
