rethink cargo transfer for allied cloakers
there is something wrong in the cargo transfer for allied cloakers.
while in the old rst-trn system you could not find allied cloakers on your screen to transfer cargo to, and also could not transfer to ships that were visible and then cloaked away. correct me if i am wrong.
we now have, with the allied rst (so to say) -on the screen- the ship visible and accessible for cargo transfers.
our new system collides there with the original, and i think there is a bug or at least strange behaviour in it: if the ship is cloaked or cloaks away the cargo somehow seems to vanish into deep space without notice.
i suggest the following:
when the cargo transfer fails, it should be reloaded to the sending ship like with all other cargo transfers for non-cloakers as well, also partly.
if you decide to stick to the original, the ship transfer screen should be replaced by a warning:
'no transfer possible - ship is cloaked'or, to make it more easy: only if the ship cloaks away, it can't receive cargo.
3b. actually i personally don't understand why allied ships should not be able to transfer cargo even to cloaked allies. you can do that with your own ships as well... nobody would complain (??)you normally have the best ideas how to tweak it to the new system

Actually, Joshua has stated that vpa features are turned on for transfer rules. therefore 3b is what should happen with transfers.

When transferring to enemy ships, the transfer will be cancelled if the enemy ship cloaks in the turn you transfer cargo. Allied ships are handled the same if the 'allow VPA features' setting in the hostconfig is set to NO. With that setting to YES, you may transfer cargo to cloaked allied ships as long as they are in the same location as the transferring ship before movement. Be aware of these rules when transferring to foreign ships - if host.exe will not carry out that order because it is not allowed, the transferred cargo will be put back in your own cargoroom."Therefore cloaked transfers are bugged.

actually the lost cargo is a bug, if you want.. all other foreign cargo transfers that fail (or partly fail due to a full cargo space) are reloaded to the giving ship. in this special situation here the cargo is jettisoned without notice..
the idea that a cloaked ship needs to decloak for at least one turn (actually two atm) in order to receive cargo seems pretty logic though..
a mark for cloaked ships will make it at least easier to understand, but this is a different issue..

I have experienced this myself. It is an inconvenience only. But it seems like it would be relatively simple to make this work more intuitively. I can see how a new player would not be able to figure out why his transfers are not working. I know that we had to basically experiment until we figured it out. Heck, I had no indication in the game that me ally's ship was even cloaked.
2 is interesting to me because the game does not actually tell us when allied ships are cloaked. This would be a bandage sort of way to find out and looks unseemly. It would have to be accompanied by some other mechanism to see if an allied ship is cloaked to seem finished imo.

3b is the only one that makes sense. Once Joshua frees up some of my votes they're going to this one. Allies should be able to transfer cargo to one another. They have freakin' transporters in this game, as Star Trek has displayed, they work even if the ship is cloaked.
