introduce the FIFO ship building queue with PBP
This is like usualy building queue, except it starts with random planets and maintain by the time the building order hold, not the number of planet, like now.
make this option at the game start. The other option is: reset the queue if the ship was redesigned. Two options total.
FIFO means :the ship is ordered to build first will build first. PBP means the shps may be build for PBP points also.the fc PBx mean the ship will build for bp in the priority queue, as usualy. This does not affect the global queue.
Any new turn the player must receive a message:for each starbase: the starbase on planet 315 is in 12 queue position.(for example). if it goes to the first position it will build the ship,when the shipslot become available for the main queue, after all priority build ships selected. If new ship is designed to build then this starbase goes to the tail of the queue randomly among all new building orders. Then is goes to the less number when each ship would build by main queue or the build order with more priority would reset. The PBP points calculated and spended as usualy. this does noa affect the main queue order, just priority queue order.

This is actually something I spent a lot of time thinking about with the latest build queue update. It is a bit like introducing "time" to the build process. Longer a ship is building the sooner it comes out. It was a very close 2nd to the random starbase build.

No. It's different playstyle. Also its an other way for game development.
For example, it may be used with "building time for ships is proportional its mineral cost". -
