Have additional penalty for dropped players in ALL games
Currently, when a player is dropped after missing three turns, they receive the same Tenacity penalty as if they had resigned, but the actual hole in the game is much larger, and a replacement player is much less likely to want to take over.
This suggestion is to have an additional Tenacity penalty of 5-10 points for players who are dropped due to missed turns. This should apply to all Public games, including Academy. Blitz games might be appropriate to include as well.

A smartphone, even from 3 years ago, can run the Client and resign from the game. This takes just a minute or two.
Sorry, but I don't buy it, with one exception. Many natural disasters (earthquake, fire, flood, hurricane, etc.) damage the entire communications infrastructure. Other than that, it's a player who doesn't care.

Sometimes you miss some turns for particular reasons, like a family problem, a trip (in my last vacation I was in a village with no mobile signal, missed 2 turns in my both games). It happens some times to me that home internet service stops and it takes days the phone company to restore the service.
Not always the missing turns means a lazy player or a player who's not interesed in the game anymore. The problem with the quitters happens in this game since the '90 decade, it's a part of the game.
I am playing an old-vga-planets game right now and the host waits for all of us to send the trn... we are hosting once a week or 3 times a month... it's a pain but the hoster says he want's a 11 players competition to the end LOL.
